Peking, November 8, 1908. MACAO. I have repeatedly made representations to the Wai-wu Pu respecting their delay in nominating the Chinese members of the Commission, which formed the subject of your telegram No. 181 of yesterday's date.
On the last occasion, the 5th instant, the Wai-wo Pu stated positively that they would take no steps in that direction unless the Portuguese Government nominated as Commissioners men unconnected with Macao who might be expected to take an impartial view of the question. Though I pointed out that their attitude was both unfriendly and extremely unusual in such circumstances, they refused to reconsider the decision arrived at, and informed me that they had already drafted a note to the Portuguese Chargé d'Affaires definitely recording their objections to the Portuguese Commissioners.
